Even though Storybrooke was under an imminent threat, there were still some admin duties, that had to be taken care of, as the mayor of Storybrooke. If Regina didn't take care of these, the town would soon be falling apart at the seems. Besides, the town was rarely not facing some type of threat, so if she didn't take care of the town then, she basically never would.
When Regina had created the town, she had never thought that there would be so much work to it. It wasn't like she had actually taken the time to know how to run a kingdom, when she had been in charge of that. So once she was charged with the town, and was suppoused to not be the evil queen, she had had to take some time to learn the ropes. But she had had 28 years to do so, so she had gotten the hang of it, eventually. But even so, she still didn't have everything digitized, like it was in most places. Regina wasn't that fond of the digital age in this realm. She could work her phone, but that was about it.
After everything that happened in the Underworld, Regina had allowed herself to take a few days off, to catch up on sleep and try to shake the disturbing experience, from her mind. So there was quite a bit of work to do, when she got back.
Sitting behind her desk, she was walled in by a couple of stacks of paper, waiting for her to look at and approve, or to take up in the next town meeting, whenever that might be.
At a knock at the door, Regina simply called out "It's open", as she was a bit busy reading. And Regina had never been too happy with being disturbed, with the exception of a few people.
